Go to the doctors and they should refer you, if its crucial. You may need to ask to see one though.
it is quantity of the nhs but you need a doctors referral. Also, depending on your use for wanting to go to a dermo the gp can any refuse to reffer you or try you next to other medications first that they can prescribe. and that can bear yearrrs!
