It could be scalp Psoriasis,a skin condition cause by sudden homonal changes, or an impeoper lifestyle, most general public with this condition initially surmise it is dandruff,but believe me,dandruff is a boon compared to this disease, cos psoriasis does not have a prearranged cure, dont mean to sdcare you, but please go and get it checked asap, if u have an itchy scalp, and preserve shedding silverish scales of skin, it could be psoriasis. however all that said, it is also believed that it can be controlled by guaranteed changes surrounded by lifestyle.
